Your haunted house theory is spot on here. It’s almost as if the creators of the cartoon said “Well, we can’t do anything cool like the 60s episodes so let’s just make it as weird and stupid as possible!”

That being said, my favorite Popeye cartoons are the old black-and-white Max Fleischer productions. I discovered at an older age that Popeye is constantly talking under his breath and saying some pretty funny things.
